My son-in-law's father up until recently lived alone in an apartment in Vancouver, Canada. The father has exhibited signs of dementia and has recently suffered a stroke. He is now in a hospital in Vancouver. Who does one contact to get information about his care or even what care there is available? In order words, what do we do first? Any help you can give would be most greatly appreciated.

I believe Canada's health care system does provide residential care for the elderly. Since it's a different system than in the US, I think you will need to call the hospital, ask for their social services department and explain your situation.
